    • Make 1st Operator registered by associate authorized semitic deity operator
    • Send all the details for his user management Operator to CIDR
    • Receive UID Seva Kendra & act for this Operator to start out enrolling others.
    • Get alternative Operator/Supervisor and Technical directors and, if so, Introducers in addition, registered by the primary operator
